Competitors with firearms and/or ammunition in their baggage which has been checked all the way through from the airport of boarding to Bali, (which means you are merely transiting at Tokyo to change aircraft or airline), are not required to apply for a permit, or complete any forms, or take any other action, because the transfer will be done automatically by ground handling staff.

However if you plan to terminate your flight in Tokyo and want to exit the airport to visit Japan, special arrangements must be made, well in advance with IPSC Japan for secure airport storage of your firearms and ammunition.
