1. IROA initiates the process by sending out a notice to all IROA personnel asking them to advise
by a stated deadline if they're willing and able to work the match under either Tier 1 (full subsidy) or
under Tier 2 (reduced subsidy) terms.
Note that the level of subsidy ultimately awarded is merely a financial issue, which depends on the match budget. It is
not a
"rating" of officials.
2. Once the deadline arrives, a list of applicants is sent to the applicable Regional Director, who is asked
to list the applicants from his or her Region in preferential order, and the list is sent back to IROA.
3. When IROA decides how many IROA personnel are required from each Region, names are chosen
according to the
preferential order given
by the Regional Director. IROA then notifies each selected official.
4. Applicants not selected initially are placed on a Waiting List, and they will be contacted
if a
selected official withdraws from the match.
